Councilman Skoll was the councilman of Dundull.

Skoll gave all the rights of Dundull's water sources to a Company by the name GoWater Energy Drinks, and Geo Emergency Doctors, which were proved to be working for Global Energy Domination. Skoll was eventually scolded for his bad decisions by Rania Varanger, who was spying on the workers with the player's help. In the following quests, Sigry Varanger is convinced by her daughter Rania to run in the election and replace councilman Skoll, Rania and the player exposed councilman Skoll by showing everyone the fake votes he carried with him in the election day.
