I did the quest where it is said that "starbreeds" are able to reincarnate, but it's actually the guardian horses, not the starbreeds. Starbreeds are more common than the guardians (the Soul Riders' horses) as stated in the quests in SSO (they're still rare though), but it's only the guardian horses that reincarnated, as we are told in the quests when we find out Concorde is dead and we need to find the new, reincarnated Concorde foal.
